{"id":574,"date":"2021-01-30T10:46:39","date_gmt":"2021-01-30T15:46:39","guid":{"rendered":"https:\/\/www.macloo.com\/ai\/?p=574"},"modified":"2021-01-30T10:57:38","modified_gmt":"2021-01-30T15:57:38","slug":"new-ai-strategy-from-u-s-department-of-health-and-human-services","status":"publish","type":"post","link":"https:\/\/www.macloo.com\/ai\/2021\/01\/30\/new-ai-strategy-from-u-s-department-of-health-and-human-services\/","title":{"rendered":"New AI strategy from U.S. Department of Health and Human Services"},"content":{"rendered":"\n<p>The Biden Administration is working hard in a wide range of areas, so maybe it&#8217;s no surprise that HHS released this report, titled <a rel=\"noreferrer noopener\" href=\"https:\/\/www.hhs.gov\/sites\/default\/files\/final-hhs-ai-strategy.pdf\" target=\"_blank\">Artificial Intelligence (AI) Strategy<\/a> (PDF), this month.<\/p>\n\n\n\n<p>&#8220;HHS recognizes that Artificial Intelligence (AI) will be <strong>a critical enabler<br>of its mission<\/strong> in the future,&#8221; it says on the first page of the 7-page document. &#8220;HHS will leverage AI to solve previously unsolvable problems,&#8221; in part by &#8220;scaling trustworthy <strong>AI adoption<\/strong> across the Department.&#8221;<\/p>\n\n\n\n<p>So HHS is going to be buying some AI products. I wonder what they are (will be), and who makes (or will make) them.<\/p>\n\n\n\n<p>&#8220;HHS will leverage AI capabilities to solve complex mission challenges and generate AI-enabled insights to inform efficient programmatic and business decisions&#8221; \u2014 while to some extent this is typical current business jargon, I&#8217;d like to know:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Which complex mission challenges? What AI capabilities will be applied, and how?<\/li><li>Which programmatic and business decisions? How will AI-enabled insights be applied?<\/li><\/ul>\n\n\n\n<p>These are the kinds of questions <strong>journalists will need to ask<\/strong> when these AI claims are bandied about. Name the system(s), name the supplier(s), give us the science. Link to the relevant research papers.<\/p>\n\n\n\n<p>I think a major concern would be use of any technologies coming from Amazon, Facebook, or Google \u2014 but I am no less concerned about government using so-called <em>solutions<\/em> peddled by business-serving firms such as Deloitte.<\/p>\n\n\n\n<p>The following executive orders (both from the previous administration) are cited in the HHS document:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a rel=\"noreferrer noopener\" href=\"https:\/\/www.federalregister.gov\/documents\/2019\/02\/14\/2019-02544\/maintaining-american-leadership-in-artificial-intelligence\" target=\"_blank\">Maintaining American Leadership in Artificial Intelligence<\/a> (13859), February 2019<\/li><li><a rel=\"noreferrer noopener\" href=\"https:\/\/www.federalregister.gov\/documents\/2020\/12\/08\/2020-27065\/promoting-the-use-of-trustworthy-artificial-intelligence-in-the-federal-government\" target=\"_blank\">Promoting the Use of Trustworthy Artificial Intelligence in the Federal Government<\/a> (13690), December 2020<\/li><\/ul>\n\n\n\n<p>The department will set up a new <strong>HHS AI Council<\/strong> to identify priorities and &#8220;identify and foster relationships with public and private entities aligned to priority AI initiatives.&#8221; The council will also establish a <strong>Community of Practice<\/strong> consisting of AI practitioners (page 5).<\/p>\n\n\n\n<p>Four key focus areas:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>An AI-ready workforce and AI culture (includes &#8220;broad, department-wide awareness of the potential of AI&#8221;)<\/li><li>AI research and development in health and human services (includes grants)<\/li><li>&#8220;Democratize foundational AI tools and resources&#8221; \u2014 I like that, although implementation is where the rubber meets the road.
